Reforms in an interactive format: a digital map reflecting the address of dialogue with the people


The reforms being carried out in Uzbekistan are founded on the principle of prioritizing human interests and establishing open and effective dialogue with citizens. The slogan “Always with the People” has acquired new meaning in public administration, serving to shape a system that truly serves the people.
At the core of these reforms lies the “Always with the People” principle put forward by President Shavkat Mirziyoyev. This approach is aimed at prioritizing human interests in governance, maintaining open communication with citizens, and resolving social issues directly on the ground.
With the declaration of 2017 as the “Year of Dialogue with the People and Human Interests,” this principle began to be implemented in practice. From that year onward, Presidential People’s Reception Offices were established. These offices have become an important institution for listening to citizens’ concerns, reviewing appeals, and finding prompt solutions.
Significant progress has also been made in the digitalization of public services. In 2017, the Unified Interactive Public Services Portal was launched. To date, more than 10 million appeals have been received through Murojaat.gov.uz, demonstrating that citizens have gained direct, convenient, and transparent access to communication with government bodies. By 2025, user satisfaction with the portal exceeded 81 percent.
To ensure targeted engagement with the population, the “Iron Notebook,” “Women’s Notebook,” and “Youth Notebook” systems were introduced. These mechanisms provide practical assistance to vulnerable families, focusing on employment, income generation, and strengthening social protection.
Uzbekistan’s achievements in openness and digital reforms have also been recognized in international rankings. In particular, the country ranked 11th globally in the Open Data Index and 63rd in the United Nations E-Government Development Index.
A practical example of these reforms can also be seen in the “New Uzbekistan — the Foundation of a New Renaissance” section of the Islamic Civilization Center in Uzbekistan. The interactive “People’s Reception” digital map displayed there vividly illustrates how dialogue with the people is organized across all regions of the country.
Through touch-screen displays, visitors can obtain detailed information about the activities of the People’s Reception Offices, procedures for reviewing appeals, and available public services. In addition, an interactive application dedicated to state electronic portals enables citizens to receive legal advice and use online services.
In conclusion, the “Always with the People” principle is emerging as a key policy direction in New Uzbekistan, ensuring trust-based dialogue between the state and society and contributing to the formation of an open and effective governance system.
